Other than farming Rogues, the area is filled to the brim with valuables. It would be like farming Raiders in Labs or Reserve, but Rogues act differently and spawn specific loadouts like MK47s and Scars. It has Rogues that can be killed for amazing loot. If you do not have the key, just go to German and find Gas Analyzers. Water Treatment Plant has the best loot in the game. You will probably not have the key as this quest is quite early in the wipe.

The Sanatorium (area with the pier) and the weather station have PC blocks and lots of filing cabinets. Check the whole store including the toolbox and go to Emercom Medical Unit (if you have the key). Shoreline is useful for not running into players and has some areas with lots of filing cabinets. The best place generally to look is filing cabinets. There are some maps which usually have areas with a high chance of finding flash drives.
